Watercraft Order – MGN 684 (M) Safety of Powered Watercraft

Whilst powered watercraft are not permitted within Folkestone Harbour as part of the Harbour Directions of the Statutory Harbour Authority, users should note the new legislation relating to powered watercraft and be reminded of the 4-knot speed limit within Folkestone Harbour and within the bay area from Folkestone Lighthouse to Copt Point.

New legislation, which comes into force today (31 March 2023) puts the responsibility on users, operators and owners of powered watercraft to make sure they protect not just themselves but other water users from harm.

If someone on a powered watercraft causes serious injury or death they can be prosecuted. There are also provisions allowing prosecution for other dangerous uses of a powered watercraft.

Under the new law, the parts of the Merchant Shipping Act designed to keep all those on the water safe from accidents now apply to powered watercraft as well as to fishing vessels and larger ships. The new law also mean powered watercraft must obey the ‘rules of the sea’, which are designed to prevent collisions.

Folkestone harbour is covered by Admiralty Chart No. 1991.

In addition, the port is surveyed yearly and the resulting bathymetric survey is available below:

Mariners are reminded that they use the harbour at their discretion and should consult the relevant information before entering or leaving port.

Port Marine Safety Code

Folkestone Harbour is fully compliant with the PMSC and the various policies associated with this Code may be accessed on request from The Folkestone Harbour Company Ltd.

Compliance is monitored by the PMSC Duty Holder,Chairman of the Folkestone Harbour Advisory Board and board member of Folkestone Harbour Company Ltd.

The Duty Holder, under the PMSC requirements, confirms port compliance every three years to the Maritime and Coastguard Agency.

Environmental Information Regulations

The Folkestone Harbour Company (FHC) is considered a statutory port and therefore some of its activities fall within the scope of the Environmental Information Regulations 2004 (EIRs).

Launching A Vessel from the Outer Harbour Slipway

Folkestone Harbour is a small harbour with limited resources, therefore slipway users must book their launch at least 72 hours in advance and provide a copy of valid insurance for their vessel prior to launching. Any vessel that requires a trailer to launch must follow this procedure, smaller craft such as SUP’s, kayaks etc are exempt from the booking system and can enter the slipway via the pedestrian access to the left of the gate. The slipway is available for launching and recovering vessels only. PWC’s are not permitted to launch at Folkestone.
